July 8 2005: A draft presentation (working paper) of the
proposed European Pilot Initiative "Towards a European modular
approach for the monitoring and evaluation of innovation support
measures and programmes" is on-line for comments. Jump to the

July 8 2005: Presentations delivered during the International
Workshop on "Making monitoring and evaluation of innovation
programmes a competitiveness tool" are now on-line for downloading.
July 5 2005: The International Workshop took place in Brussels
with 70 participants from 22 countries.
June, 1, 2005: The draft programme of the International Workshop
on "Making monitoring and evaluation of innovation programmes
a competitiveness tool", which will take place in Brussels
on July 5 2005, is on-line. It will be up-dated regularly. This
International Workshop is an integral part of the study process:
it should allow discussion with the innovation policy-making and
support community of early drafts and proposed EC pilot initiative
and provide inputs for the final deliverables. Around 80 participants
are expected. To register, please download the registration form
from the "International workshop section" of the site
and return it to the workshop secretariat.
May 2005: The third meeting of the HLWG took place on 19-20
May in Glasgow, Scotland. The date for the international workshop
in Brussels has been decided: it will take place on Tuesday July
5, 2005 in Centre A. Borschette.
April 2005: The interim Report has been delivered to the
Commission together with a stand-alone report which can be
downloaded by clicking
here .
March 2005: The second meeting of the HLWG took place on
10-11 March in Budapest.
Two
case studies were presented:
- The
German case study, synthesising six sub cases and mapping trends
in the innovation and evaluation policy making
-
The Hungarian case study on the design and execution of the Innovation
law, adopted in 2004. One special guest was invited for a discussion
on the Hungarian Innovation Law case study: Dr Tamás BALOGH,
Director of the Innovation Department at the Ministry of Economy
and Transport, Hungary.
The main issues around the two cases: what are the benefits of
stakeholders' involvement in evaluation programmes? How can it
help the diffusion of an evaluation culture? Smart regulation:
how to take into account system and market failures? The modular
approach of evaluation.
January 2005: The first meeting of the HLWG took place on
13-14 January in Helsinki.
The
objectives of this first meeting were to discuss the overall objectives
of the study, to present the detailed work programme and issues
at stake and to receive guidelines and suggestions from the HLWG
members. The first case study has been presented : it dealt with
Tekes and the Finnish evaluation culture example. Two special
guests were invited for a discussion: Dr Markus KOSKENLINNA, Executive
Director, Impact Analysis, Tekes, Finland and Mr Seppo KANGASPUNTA,
Senior Adviser, Ministry for Trade and Industry, Finland.
December 2004: installation of the High Level Working Group.
November 2004: start of the study.
